I wanted to find out if there is any active work going on the next revision of the P4 INT specification and if there is, what would be the best way to reach out to contributors?

I am not aware of anyone working on changes to the INT specification in P4.org. The P4 applications work group was the one that developed it when JK Lee and Mukesh Hira were the co-chairs of that group, and they stepped down about 2021 if I recall correctly.
