If you mean P4Studio development software for the Tofino switch ASIC, then it can be downloaded from an Intel web site. It is currently only released under an NDA license agreement. Many university research projects have access to it, if you are affiliated with such a project. Vladimir Gurevich will probably provide a link to the official Intel site to find out more not too long after this less-informative reply of mine.
